Jaminan bekalan makanan di Malaysia: Perspektif pemain industri (Food security in Malaysia: Perspectives of industry players)

Abstrak

Jaminan bekalan makanan merujuk kepada kewujudan bekalan makanan dan kemampuan untuk memperolehnya. Makanan tersebut mestilah selamat bagi membolehkan manusia menjalani suatu kehidupan yang aktif dan sihat. Kajian ini dijalankan bagi menilai petunjuk strategik penawaran dalam makanan keperluan utama sepanjang rantaian pengeluaran serta kaitannya dengan jaminan bekalan makanan di Malaysia. Temu bual bersemuka melibatkan 33 responden bagi keseluruhan makanan keperluan yang terdiri daripada pengusaha/pengeluar, pengimport, pengilang dan juga pengedar/pemborong bagi industri beras, minyak masak, gula dan tepung gandum. Kajian mendapati pelaksanaan dasar yang dapat mengurangkan kebergantungan import makanan, meningkatkan produktiviti, kepelbagaian produk dan daya maju daripada pengeluaran tempatan masih memerlukan penelitian strategi agar dapat memberi kesan langsung dalam menjamin bekalan makanan negara. Bagi memastikan bekalan makanan yang mencukupi, berkualiti, selamat dimakan, berkhasiat dan kemampuan bekalan makanan untuk memenuhi permintaan, tahap jaminan bekalan makanan perlu dipastikan pada tahap yang bersesuaian. Selain itu, trend pengguna masa kini yang lebih cenderung kepada makanan bernutrisi juga perlu diberi keutamaan bagi memenuhi keperluan pemakanan dan kesihatan.

Abstract

Food security refers to the existence of food supply and the ability to get it. Food must be safe to meet the requirements and selection of human nutrition to enable them to lead an active and healthy life. This study was conducted to assess the strategic indicators of food supply needs in the production chain, and its relation to food security in Malaysia. Face-to-face interviews were conducted involving 33 respondents ranging from entrepreneurs/manufacturers, importers, manufacturers and distributors/wholesalers of rice, cooking oil, sugar and flour. The implementation of policies that can reduce dependence on imports of food, improve productivity, product diversity and viability of local production still requires further research strategies to have a direct impact in ensuring national food supply. To ensure an adequate food supply, quality, safe to eat, nutritious food supply and the ability to meet the demand, the government needs to ensure food security is at the appropriate level. In addition, the trends of today’s consumers that prefer nutritious food should also be prioritised to meet the nutritional and health needs of this user group use.
